first of all he needs to keep it dark. guys with dark hair are automatically hotter than the rest. but if he must, just do the tips. being Korean anything else wouold look so unnatural, unless he is going for a kind of shock factor.
bleaching it all would look bad if he has a dark skin tone. maybe bleach a few patches of hair in the back to look like a smily face!
