Rukia of Bleach
I've seen Rei Ayanami cosplayed with a light blue wig, but I've also seen her done with black hair with blue highlights, that means just a blue rinse. Her hair is short though long enough to get in her eyes. The original form of her 'plugsuit' is long sleeved, though they are sometimes cut away to bandage her when she is injured.





People seem to like the plugsuit, as it is skintight, though she is very slender. Read the manga or watch the animes on line to get an idea of what the character is like. She is such an interesting character.
